Technological Order as a Mechanism for Hiring Innovative Solutions for Smart Cities

The present study aims to investigate whether the institute of technological orders, introduced in the Brazilian legal system through Law n. 10.973/2004, are viable alternatives for solving complex public problems of smart cities. At first, the international modalities that served as inspiration for this innovation will be analyzed, and later, they will be examined in the light of the national legal system. At this point, practical challenges involving the theme will be developed, as well as objective parameters to establish limits in their respective application.
