PUBLIC RECOVERY POLICIES IN BRAZIL AND ALTERNATIVE MODELS. Reflections on chemical dependency from literature and cinema.

Health is a collective right whose promotion is the primary purpose of the State. In Brazil, as a constitutional guarantee of this right, drug addiction is inferred as one of the greatest challenges faced by the Public Administration. Both national and international cinema finds great inspiration in the theme. The research addresses nuances of cinema and literature in dealing with drug addiction, especially in the narratives portrayed in The Flight and The Queen's Gambit. In Brazilian cinema, the work Bicho de Sete Cabeças is observed, extracting aspects of public policies from the model once adopted in the country. Other artistic-literary works are analyzed with the aim of discovering the extent to which cinema and literature can suggest sketches and apparatus to face the issue. Likewise, the current model adopted by the State is evaluated, as well as other alternative paths. The study suggests proposals from Law and Literature for the legal field, as academic contributions to understanding and training in the field of law. The method is analytical-deductive and the methodology used is exploratory-bibliographic, with analysis of literary and cinematographic material, legislation, books and articles published in scientific journals and conference proceedings.
