THE DAMAGES TO THE FREE DEVELOPMENT OF PERSONALITY AND THE PROTECTION OF PERSONALITY RIGHTS

The paradigm of information and communication technologies has broken the space-time barriers, made it possible to have access to information quickly, to communication, to health, to education, and to leisure, but it has also made a new source of exclusion emerge: digital exclusion. Thus, this paper aims to analyze digital exclusion and the context of damages to the free development of the personality of those who are in a situation of digital exclusion, in order to answer the following research problem: does digital exclusion cause damages to the development of the personality? To do so, it uses the deductive method, essentially bibliographical, carried out through research of articles and books about the theme, collected in the databases: EBSCOhost, Google Scholar, SSRN, USP's bank of theses and dissertations, SciELO, and CAPES's Periodical Portal.
