The identification of vulnerabilities of urban peripheral populations is the focus of this study, intending to formulate, to some extent, proposals for overcoming them, in the perspective of the National Policy on Solid Waste. The study aims to analyze the repeated habit of abandoning improper waste disposal at suburban entrances, breaking the guarantee of the right of residents of these regions to a healthy environment. The research considers the perspective of these inhabitants in the activity of collectors, as part of the solution of this socio-environmental dilemma, as well as the viability and difficulties of organizing these in associations and cooperatives (which is so encouraged in the Waste Policy), as well as the reflexes of these postures while bringing (or not) inclusion and dignity to these individuals. The possibility of the residents/pickers of these suburbs to reach some condition that offers them contributions to survival is evaluated, through the principle of waste as a good that generates work, income and citizenship, scrutinizing, through the guidelines of the policy, some socio-environmental solution. The research uses exploratory-bibliographic data collection, reading books and articles, analyzing the laws in question and empirical observation of the peripheries affected by the intense improper disposal of waste and experiences involving collectors.
